  10.      'BIG BROTHER' AFTER MOM AND DAD
  11.      EXPERTS SEEK LICENSE TO MONITOR PARENTS

  15.      Jack C. Westman, you are one scary dude.  A professor of
  16.      psychiatry at the University of Wisconsin, Westman would 
  17.      be Dr. Death for the American family if his prescription
  18.      for licensing parents is adopted.
  19.  
  20.      In his new book, LICENSING PARENTS: CAN WE PREVENT CHILD
  21.      ABUSE AND NEGLECT?, Westman declares what others in the
  22.      child abuse industry have only intimated: Parenthood is
  23.      a priviledge, not a right.
  24.  
  25.      After sighting the usual inflated statistics of childhood
  26.      trauma, Westman bemoans the fact that today any man and
  27.      woman can procreate without demonstrating the "minimal
  28.      competence" needed to get a driver's license.
  29.  
  30.      Aside: Why do liberals assume that state certification is
  31.      a quality control?  Only 40,000 highway fatalities and
  32.      several million collisions a year demonstrate government's
  33.      inability to weed out automotive incompetents and motorized 
  34.      maniacs.

  36.      Back to Westman's pernicious proposal, implementation of
  37.      which "won't compromise the right of each woman and man to
  38.      conceive and each woman to give birth," he assures us.
  39.  
  40.      That assurance is contradicted several chapters later when
  41.      basic qualifications for parenting are promulgated.  These
  42.      include an age requirement and a promise to support and
  43.      care for the child.
  44.  
  45.      "The third, possibly optional [note how slyly this is
  46.      slipped in], criterion would be completion of a parenting
  47.      course or its equivalent."  Here, presumably stupid middle-
  48.      class parents would be disabused of their prejudices and
  49.      indoctrinated in the latest parenting techniques of academic
  50.      theorists.

  52.      The license could be revoked at any time, not in a criminal
  53.      but a civil proceeding.  Instead of the state being compelled
  54.      to prove abuse or neglect, families would be required to
  55.      demonstrate a threshold level of "parental fitness."

  57.      SLAPPING HER CHILD GETS MOM ARRESTED
  58.  
  59.      Just how insidiously this might work can be seen in the Kivi
  60.      case.  In July, Georgia resident Lynn Kivi was arrested when
  61.      a store clerk reported that she slapped her bratty nine-year-
  62.      old in the mouth.  The child confessed he had it coming.
  63.      Other than a momentary sting, there were no ill effects.
  64.  
  65.      Still, after admitting that she struck her son, the 35-year-
  66.      old woman was arrested, handcuffed and charged with a felony
  67.      (cruelty to children) that could have resulted in a 20-year
  68.      prison term.  On realizing the absurdity of the situation,
  69.      the authorities dropped all charges.

  71.      Under Westman's parent licensing law, the state would be 
  72.      relieved of the burden of proof beyond reasonable doubt.
  73.      After creating a suspicion in the minds of administrators,
  74.      Kivi would be compelled to demonstrate parental competence.
  75.  
  76.      Her children could be seized and farmed out to foster care.
  77.      Then again, her family might be subjected to such modest
  78.      intervention as home visitation - regular supervision by
  79.      teams of officious social workers over months or years.
  80.  
  81.      Having been bombarded with tales of all-too-real tragedies,
  82.      the public thinks it knows what experts mean by "abuse."

  84.      For these innocents, Dana Mack's article - "Are Parents
  85.      Bad for Children?" - in the March issue of COMMENTARY is
  86.      required reading.  Mack points to the ever-expanding
  87.      definition of abuse and neglect in books like TOXIC PARENTS
  88.      and WHEN PARENTS LOVE TOO MUCH.

  90.      Besides life-threatening beatings, according to the experts,
  91.      child abuse can include spankings, too many breakfasts at
  92.      McDonald's, restricting TV viewing, constant scolding, with-
  93.      holding affection and too much affection (thought to foster
  94.      dependence).

  96.      SPANKING CHILDREN BECOMES 'ASSAULT'

  98.      As for physical punishment as mild as a swat on the behind,
  99.      James Garbarino, of the Erickson Institute for Advanced
  100.      Study in Child Development, insists: "Assault is what it is.
  101.      Let's not call it discipline."  Perhaps Garbarino will be one 
  102.      of the eminent authorities called on to devise the criteria
  103.      for parent licensing.

  105.      Professionals believe most families are sick and in urgent
  106.      need of therapy.  Mack quotes an article in a popular parents'
  107.      magazine that advises: "If we live in America in 1992, we
  108.      are more than likely the product of a dysfunctional family
  109.      system, carrying our pain into our new family."

  111.      Interventionists have some powerful allies in the Clinton 
  112.      Administration.  Atty. Gen. Janet Reno - described by her
  113.      hometown newspaper as "part crime fighter, part social
  114.      worker" - says it's up to the federal government to make 
  115.      sure families are "taught parenting skills."
  116.  
  117.      Westman's scheme will find a receptive audience among the
  118.      legion of social planners, child-protection bureaucrats
  119.      and politicians eager to mount a final assault on the
  120.      ultimate bastion of freedom.  G. K. Chesterton observed
  121.      that the family is "the only check on the state that is
  122.      bound to renew itself as eternally as the state, and
  123.      more naturally than the state."

  125.      Parent licensing is a mandate for government to regulate,
  126.      manipulate and ultimately eradicate our best hope for
  127.      preserving decency and liberty.
